[esa-t474] Paper as submitted to JINST

Dear All,

Finally, our spectrometer paper has been submitted (attached). There has 
been a last minute change: we decided to submit the paper to the Journal 
of Instrumentation, which is a high impact and progressing journal. I 
hope everyone agrees with that change.
Once more, many thanks for the suggestions and corrections! Please, let 
me know if you still find any bugs in the latest version.
Let's see what we get back from the editors...
