[esa-t474] magnet DQ plots

I'm generating as we speak a directory with magnet data plots for each
run, together with this i'm filling a file with the sigma calculations
based upon a script i received by michele.

I'll put the values into the run information database and link the plots
as well to the run info webpage over the weekend. You can find the
repostitory at

for now, I'll make a clearer link on the T474 webpage later on. So stay
tuned. i'll look into incorporating the magnet data from the VSAM, but i
need to figure out where/what is where/what first.
