[esa-t474] Oscilloscope waveforms

Hi All,

I've reprocessed the oscilloscope waveform data and made some plots, 
the root files I've copied to the web and to SLAC nfs. The source 
code is in the CVS which contains an extensive README of the conversion
program, which now includes FFT as well. 

All locations for the things above and some plot of the waveforms/FFTs
are collected in the T474 analysis elog :
